Often given out to the inmates at the Fer prison to stop them running away. These balls were cursed to be unremovable and were heavy enough to reduce even the most hardened lump of meats chances of escape.
This particular example however is not cursed having been secreted among the others by a guard worried that his smuggling activities would be found out , it would he hoped provide him with the means of escape.
