This towel was commisioned by the mayor of Fer to be given to the winner of the annual Three Towns sprinting competitions as both a prize and a means to recover post race. It was later discovered that both the mayor and the winner were a halfling named Riley. They also discovered he wasn't actually mayor, it's rather unfortunate they'd already given him the cloak as he sprinted away with whatever precious things he could see.
