These bright orange cloaks were given to the members of the work detail commisioned under Elijah Lightbringer. They were mostly thieves and petty criminals whom would be rehabilitated by working hard days repairing the town. In order to stop them running away the cloak had bells laced into it as well as a horrendous shade of orange to make hiding almost impossible.
