Designed to withstand the most powerful of blizzards and storms, this cloak was given the ability to take massive amounts of physical abuse as well as defend against the freezing cold.
It's entire make up is designed for the shards of ice and it doesn't withstand well to anything other than said shards. The wearer was also found frozen in a block of ice after being blasted with an icey spray, so I wouldn't go so far as to say it's perfect..
